Expose active_file and inactive_file for cgroups

    Description

      In cgroups, free memory is currently estimated by subtracting used memory from total memory.

      Sigar should expose memory.stat.active_file and memory.stat.inactive_file for a more accurate MemAvailable like estimation.

      The caller is responsible for wisely using the exposed metrics to get a MemAvailable like estimate.
