    Description

      As a fix for CBSE-13999, Sigar has changed the way it calculates mem_actual_free. 

      Plasma mem tuner uses it to tune its quota. 

      Based on the investigation of the impact of these changes, it was found plasma mem-tuner behaves differently in the same scenario when Cgroups are used and when they are not.
