[UI] Error message is not displayed when illegal values for collectionTTL are given

    Description

      Steps to reproduce

      1. Created a magma bucket on UI named "bucket1"
      2. Created a scope named "scope1"
      3. Attempted to create a collection named "collection1" with maxTTL values -2 and 2147483648 which are illegal. The error message is displayed
      4. Created a collection "collection1" with maxTTL 100
      5. Edited maxTTL of the collection "collection1" to -2 and 2147483648. No error message is displayed
      6. Edited maxTTL of the collection "collection1" to a valid number. The maxTTL gets set as expected
