[CBM] Prevent backup repositories from getting too large

    Description

      When using the Backup Service, some customers end up with repositories with a huge number of backups. This can be very expensive if using cloud backups, and can lead to massively degraded performance.

      We should look into ways to prevent customers from doing this and/or giving them better tools for getting out of the situation.
