During rebalance avoid moving indexes to a Paused indexer node (MOI)

    Description

      In an MOI cluster, due to uneven index placement, it is possible to have some indexer nodes active while others are in paused state.

      During index rebalance, is it useful to avoid movement of the index to a paused node.
