Rebalance: Dummy rebalance is triggered when topology key with comma(',') is passed

      Build: 8.0.0-1702

      Scenario :

      • 2 node cluster
      • Trigger rebalance using topology param as follows, 

        curl -X POST 172.23.108.67:8091/controller/rebalance \ -d "knownNodes=ns_1@172.23.108.67,ns_1@172.23.108.68" \ -d "topology[123,abc123]=ns_1@172.23.108.68,ns_1@172.23.108.67"

      Current Behavior:{}

      Dummy rebalance is getting triggered in this case

      Expected Behavior:

      Rebalance should return  '400' with reason unknown service
