Alerts should explicitly show their timezone

    Description

      In the pools/default REST API, alerts are returned to the client with a "server time" that's a string that shows the time the alert was raised. The string doesn't include the timezone however, so a client that doesn't happen to know the server timezone may not be clear as to when the alert actually occurred. We should include the timezone.
