Capella - Prevent data growth causing data service RR% issue

    Description

      Data growth over time will use more and more resources, causing the buckets to drop their resident ratio.   We need to prevent Couchstore buckets getting below 10% RR and Magma buckets getting below 1% to prevent issues in the cluster. 

      The cluster must prevent bucket resident ratios from dropping to a resident ratio that is too low.
