Description
Now that we are using rebar3 we have the ability to pull dependencies from remotes (i.e. github). Dependencies in the deps folder, other than go code, can be pushed to forks in couchbasedeps.
When we finish this task, we should no longer need the rebar3_path_deps plugin, which means that we should then be able to commit the top level rebar.lock file.
